Qatar University Fellowship

In order to enhance local research productivity and build upon its established collegial ‎relationship with Qatar University, CIRS launched an annual fellowship to be ‎awarded to a member of Qatar University’s faculty. The fellowship supports QU ‎faculty members in pursuing original research projects, with the aim of publishing ‎research outcomes in leading journals or with university presses. Any member of the ‎Qatar University full-time faculty engaged in the Humanities, Social Sciences, Law, ‎and Islamic Studies is eligible for this fellowship.‎ The selected fellow is appointed for one academic year, and while continuing ‎with his/her commitments to QU, will pursue a research project utilizing the ample ‎resources made available by the CIRS and the Georgetown University School of ‎Foreign Service in Qatar. QU Fellows are asked to give a presentation of their ‎research at a CIRS-sponsored talk, and encouraged to engage with the SFS-Q ‎faculty and students to discuss areas of mutual interest. The QU fellow is an ‎active member of the GU-Q intellectual community, and is provided with office ‎space and access to the GU-Q library. The fellowship entails an honorarium ‎designed to assist the fellow in pursuing his/her research project.‎

CIRS Qatar University Fellow 2019-2020

  Dr. Huda Al-Kubaisi is an Assistant Professor of Education Finance at Qatar University’s College of Education.

Her Doctorate degree is from University College London (UCL) where she investigated the decentralization policy implementation, practices, and challenges in Qatar’ Education for a New Era (EFNE) reform. Dr. Al-Kubaisi has led various workshops and participated in several conferences and seminars in Qatar and internationally, and served in numerous research programs, as a featured Judging panelist, and reviewer. She has also co-authored two books on ‘New trends in educational supervision’, and ‘Educational leadership’. Her research interests include financing public, private and higher education; policy borrowing and implementation; economics of education; educational reforms; intergovernmental relations; analysis and evaluation of educational and financial policies and mechanisms; and marketization in education.

During her fellowship at CIRS, Al-Kubaisi aims to investigate the actual situations and issues relevant to financing higher education in Arab world region, based on the existing relevant literature and scholarly work. That would contribute to the understanding of the HE financing in Arab countries: the way they look at, implant this concept; the basic justifications and driving forces behind such undertaking, and the main challenges, and constrains confronted, in attempting to propose some solutions that my helpful in solving the issues faced. Her research project will add more insights onto the topic in order to better understand it.
